Vikings⁄Gunnar the Conqueror
Not much is known about the mutant-techno vikings that visited Acmetropolis, including their leader, Gunnar the Conqueror.
According to Zadavia, they were frozen in an ice storm in their own dimension, and slipped through one of the inter-dimensional portals that was opened when the meteor hit Acmetropolis. That is all we know for the moment, although it can be noted that although the vikings are robots and get their powers from the horns on their helmets, they apparently can think. The vikings were destroyed, but you never know if Kids’ WB might revive them…

Doctor Zane
Doctor Zane was banished by the Acmetropolis Science Council because they thought his experiments were too dangerous. To take revenge upon the world that banished him, he planned to tear Acmetropolis apart—with fuzz balls.
Enter the Fuz-Z—a bioengineered pet. So cute and cuddly…until they have a bit of chocolate. Zane almost succeeded in his plan to destroy Acmetropolis if it weren't for the Loonatics, who stopped his plan and he was sent to the Acmetropolis Subterranean Maximum Security Prison.

Black Velvet
Black Velvet is arguably one of the most popular villainesses. She premiered during “The Cloak of Black Velvet”, and was an instant hit.
She has hordes of shadow creatures at her disposal, and BV uses them to carry out her deeds—namely, plunging Acmetropolis into eternal darkness so other citizens of the city-planet could suffer as she did. Speaking of which—when the meteor hit Acmetropolis, Black Velvet's eyes were permanently scarred, and she can no longer tolerate light, making her both despised and pitied among the members of the LU fandom.
BV captured Tech and tried to take over his mind and make him build the Shroudcaster. But her plans were foiled and she—along with her city of darkness—disappeared.

Weathervane
Weathervane…her real name is Paula Haze. She used to work as an amateur weather girl and also brought coffee for Misty Breeze until a bolt of lightning struck her during one of Misty's weather reports, and she became Weathervane. Weathervane tried to harm Misty Breeze more than once, but mysteriously vanished when she transformed into a storm dragon, after Tech thought up a way to “evaporate” her.
She was later captured and sent to a maximum security prison in Acmetropolis. During a transfer to a more secure base with power-specific cells, Optimatus freed her and three other well-known⁄infamous villains. She encountered the Loonatics again, but Optimatus sent her and the other villains back to Acmetropolis when they tried to attack him and exact their revenge. The Loonatics arrived in Acmetropolis after banishing Optimatus to a distant corner of the universe with Zadavia's help.

Doctor Thaddius Dare
Doctor Thaddius Dare is an insane scientist who is obsessed with rocks. He was rejected by the Acmetropolis Science Council, and disappeared underground—literally. He was horribly mutilated when the meteor hit Acmetropolis, and became even more obsessed.
Dare finally concocted a plan and sank New Chinatown along with a portion of downtown Acmetropolis into the earth. He stole the Jade Serpent Crystal, which was housed in the Science Tower that sank underground. He created large rock beings to do his bidding, and began sinking all of Acmetropolis.
The Loonatics were quickly notified, and they stopped Dare in his tracks. He was turned into a rock statue by the Jade Serpent Crystal, and was placed in a park in Acmetropolis, which is where he will stay…unless the writers decide to revive him…

Optimatus
Optimatus is Zadavia's brother and arguably the best villain of the first season. He was supposed to co-rule his home planet—Freleng—with Zadavia, but instead insisted on making war with other planets in other galaxies. Zadavia opposed him, and she fled before he had a chance to make her pay for her defiance. While trying to stop her from escaping, he unfortunately got caught in the exhaust fumes of her escape ship and half of his face was blown away (Optimatus must be quite ticked at lil’ sis).
Optimatus made his way to Acmetropolis somehow on a planetoid, and will stop and nothing to destroy Zadavia, even if it means destroying Acmetropolis as well. Zadavia defeated Optimatus and his new cronies (Mastermind, Sypher, Weathervane, & Massive) with help from the Loonatics, and Optimatus was banished to a far corner of the universe. There is no word on his whereabouts, but he has sworn revenge on his sister, and has already made a few cameo appearances in the second season.

Ringmaster
The Ringmaster is the founder of the Intergalatic Circus. This circus is not what it appears, though. Ringmaster is really the servant of Otto the Odd. Ringmaster is the “greatest showman in the universe” (or so he says) and a master performer.
The “galatic oddities” used in the circus were really human messed around with genetically. (See the details in Otto's biography) The Loonatics shut down the Ringmaster's con job, and he is currently serving time in the Acmetropolis Maximum Security Subterranean Prison.

Otto the Odd
Otto the Odd is the overlord of the Ringmaster, and set up an intergalatic circus. He found humans, usually young children, and messed around with their DNA, mixing their genes with those of other animals.
Zadavia was one of the victims of Otto's work, and she alerted the Loonatics about Otto's operation. The Loonatics quickly shut down the circus, returning all of the captured children to normal and capturing Otto. He is currently serving time in the Acmetropolis Maximum Security Subterranean Prison.

Massive
Massive is an extremely dense (and I mean both definitions) villain, who first premiered in “Stop the World I Want to Get Off”. He's into gravity and money—lots of it.
Massive was busted by the Loonatics when he tried to steal the Basher Ball Trophy from Mr. Leghorn's Worldrome, reportedly worth 250 million quasarlinium. During a transfer to a secure facility, he was freed by Optimatus, and served as his lackey until the Loonatics defeated him and the other three villains who assisted Optimatus (Mastermind, Weathervane, & Sypher).

Sypher
Drake Sypher used to be Trick Daley's back-up (reference “Stop the World I Want to Get Off” & “Sypher”) until he decided to ‘become’ a superhero by stealing the Loonatics’ powers (through touch). He did so, and Acmetropolis was tricked—for a while. The Loonatics exposed Sypher for the fake that he was, and he was sent to prison.
While being transferred to a more secure prison, with power-specific cells, Optimatus found Sypher, Mastermind, Weathervane, and Massive, and decided to recruit the four. The Loonatics defeated the four villains after Optimatus double-crossed them, and Optimatus as well.

Arthur “Time Skip” Chroniker
Arthur “Time Skip” Chroniker is the teenage grandson of noted scientist Doctor Fidel Chroniker. Arthur (or Time Skip as he is now known) was hit by a beam from his grandfather's device, a device to manipulate time. Arthur spent many years of his life designing a large defensive robot, similar to the Trolbot 9000, a robot designed by the military.
Because the designs were so similar, Time Skip viewed the military robot as rightfully his. His grandfather, along with help from the Loonatics, helped neutralize Arthur's powers (which were causing the Loonatics a fair amount of trouble) and land him in the Acmetropolis Maximum Security Subterranean Prison for attempting to steal the Trolbot.

Mallory Mastermind
Mallory Mastermind used to be known as Mallory Casey, a young child prodigy Tech had been tutoring at Acmetropolis Tech. While the limits of her previous relationship with Tech are unknown—and still speculation flies around TV.com & FanFiction.Net that they were dating—Mastermind apparently has no feelings for Tech. During her attempt to steal the brainpower of her professors, Tech shut the device down, but Mallory was unfortunately zapped by stray electro-neuron feedback from the device, enlarging her head.
Mallory escaped from prison with only one goal in mind: to track down Tech and make him pay (of course, Tech taught Mallory everything she knows about technology). She captured the Loonatics' HQ, but using Tech's EMP (electromagnetic pulse), Rev and Lexi disabled Mastermind, and she was sentenced to twenty years to life in the Acmetropolis Maximum Security Subterranean Prison.
While being transported to a more security facility, Optimatus broke her and three other well-known villains from jail, and Mastermind began working for Optimatus. Optimatus double-crossed Mastermind, Massive, Sypher, and Weathervane, and they were sent back to Acmetropolis from Optimatus' planetoid just in time to encounter the Loonatics, who had just banished Optimatus with the help of Zadavia. Mastermind weighs 67 pounds and is 3 feet tall and is voiced by actress Florence Henderson.

Ophiuchus Sam
Ophiuchus Sam is the hilarious and slightly dim-witted descendant of Yosemite Sam. He likes cowboy boots, guns, and treasure. He was the first villain of the second season, and I repeat—hilarious.
Sam was working with Deuce in an attempt to gain treasure. He failed miserably (translation: double-crossed by Deuce) and was immediately locked up (if you are wondering why he was not featured at the end of “A Creep in the Deep”, the answer is because that episode was produced before this) in the Acmetropolis Maximum Security Subterranean Prison.
First debut: “Secrets of the Guardian Strike Sword”

Ancestor: Yosemite Sam

Deuce
Deuce was a Frelengian general, and in command of a large robot army, but like Optimatus, he wished to conquer other planets. Zadavia took away his badge. He disappeared the day that Optimatus took over the Frelengian throne.
When Ace was being attacked by Ophiuchus Sam, he stopped and helped defeat him, and gained the trust of all of the Loonatics—except Duck and Zadavia, who rejected his apology for something he did. Ace ignored Zadavia, and brought Deuce along with him to try to stop Sam.
It turns out Deuce was a big con act. He tricked Ace out of the guardian strike sword (which had belonged to the greatest guardian⁄warrior of Freleng), double-crossed Sam, who had been his partner, and managed to humiliate the Loonatics in the process. But Ace managed to get the sword back, and Deuce was sent through a wormhole, never to be seen again…

Adolpho
Adolpho was a regular dolphin who was mutated by the environmental damage caused by the citizens of Acmetropolis. He considered it his duty to revenge Acmetropolis for the entire aquatic world from further damage, and had a plan to sink all of Acmetropolis.
He has mind-control echolocating powers, which he used to control whales, who formed whirlpools and began sinking ships. The Loonatics quickly figure out what was wrong and what was happening, and rush to stop the dolphins.
Adolpho's mind-control powers were broken by Lexi's brain blast (which has different properties underwater), and Acmetropolis was saved. Adolpho was placed in a round fish bowl of sorts, and sent to the Acmetropolis Maximum Security Subterranean Prison.
First debut: “A Creep in the Deep”

Pierre Le Pew
Pierre Le Pew is the descendant of Pepe Le Pew and the owner of the Max Arena, an illegal fighting ring where challengers fought to the death (he also owns the Retro Petting Zoo, a zoo where extinct animals are brought back through manipulating the genetics of modern-day animals for people to see). Pierre got Slam to participate in this illegal activity, with Duck as his manager.
The other Loonatics soon caught on though, and Pierre's operation was defeated, and he landed in jail.

Sylth Vester
Sylth Vester was hired by Queen Grannicus of the planet Blanc to exterminate the Royal Tweetums, so she could remain ruler of the planet. Sylth tried destroying the Loonatics, but that didn't work, so Grannicus made him go after Ace, Duck, and Slam, who were guarding Tweetums.
Sylth encountered Duck and the Royal Tweetums aboard his ship (Duck thought Tweetums had gone missing, and Tweetums thought Duck had disappeared), and Tweetums pushed a button that caused Sylth's ship to self-destruct.
On the planet Blanc…Sylth has been healed (bandaged up, I mean ^^). Grannicus reveals her plan to the Loonatics, but the two are caught.

Queen Grannicus
Queen Grannicus hired Sylth Vester to exterminate the Royal Tweetums so she could remain the ruler of planet Blanc. She communicated with Sylth and told him to go after the Loonatics, who were guarding Tweetums.
When the Loonatics finally arrived on Blanc, with Tweetums still intact, Grannicus told Sylth to shoot at the four (Ace, Duck, and Slam went—the other three stayed behind). However, thanks to one of Tech's clever contraptions, Queen Grannicus was caught.
